Four-Hour Barbecue

1 (3-pound) boneless chuck roast, trimmed
2 tablespoons vegetable oil
2 cups water
1 cup ketchup
2 small onions, chopped
1 garlic clove, minced
1/4 cup white wine vinegar
1/4 cup Worcestershire sauce
1 tablespoon chili powder
2 teaspoons salt
1 teaspoon pepper
Brown roast on all sides in hot oil in a Dutch oven over medium-high heat.
Stir together 2 cups water and next 8 ingredients. Pour over roast.
Bake, covered, at 325 for 4 hours.
