Chili's Black Beans

2 (15.5 oz.) cans black beans
1/2 teaspoon sugar
1 teaspoon ground cumin
1/2 teaspoon chili powder
1/2 teaspoon garlic powder

Place all ingredients in sauce pan and mix thoroughly. Let simmer for about 20-25 minutes. Place beans on the bottom of plate, covering the middle. Place chicken breast in the middle, a serving of rice on the side, a generous helping of picadillo. Sprinkle with a Tbsp. crushed tortilla chips (optional).
